Intro to RTO Assessment Validation

RTOs are responsible for numerous responsibilities upon registration, such as yearly reports, AVETMISS compliance, and marketing adherence. Among these tasks, validation of assessments frequently stands out. While validation has been covered in many publications, a review of the basics is necessary. ASQA (Australian Skills Quality Authority) identifies validation of assessments as a quality review of the assessment process.

Principally, assessment review is concerned with identifying which parts of an RTO’s assessment methods are effective and which need improvement. - Assessment Tool Validation: Commonly called pre-assessment validation or verification, concerns the primary part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Concerns the conduct, verifying that RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

The purpose of assessment tool validation is to verify that all elements, performance standards, and performance and knowledge evidence are addressed by your assessment methods. Therefore, whenever you acquire new training materials, you must conduct validation of assessment tools before allowing students to use them. There's no need to wait for your next 5-year cycle validation schedule. Review new materials immediately to verify they are appropriate for students.

Nevertheless, this isn't the only time to perform this type of validation. Do assessment tool validation also when you:

- Add new training products on scope
- Assess your course with training product updates

- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear criteria are crucial for reliable assessment results.
- Other Related Resources: These may include evaluation checklists, evaluation registers, and evaluation templates designed separately from the learner workbook and marking guide. Validate these to ensure they suit the assessment activity and meet unit requirements.

Validation Panel

Regulation 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including field experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the unit under validation.
- Updated Knowledge and Skills in Vocational Education.
- Either of the following certifications for training and assessment:

Principles of Assessment

- Fairness: Is the assessment process fair and equitable for all candidates?

Important Factors in Assessment Validation

Pay attention to the action words in the unit criteria and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Nurture babies and toddlers, one required performance evidence asks students to:

- Change diapers
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies

Common Pitfalls

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must meet all criteria, or the student is not competent, and the assessment tool is non-compliant.

Provide Specific Details

Each assessment task must have clear and specific standard answers to guide the evaluator’s decision on the student’s competence. Therefore, it’s crucial that your instructions do not mislead students or assessors.

Steering clear of double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately evaluate student competence.
